The State Of Iowa John E. Clarke: Mr. Clarke is the founder and president of Phoenix Consulting, LLC and has more than 14 years of experience in doing business in China. His experiences of investing in and operating businesses in China and understanding of Chinese business culture, including strategic partnerships with Chinese legal and service firms, and numerous Chinese government contacts, allow him to help advise companies on bridging the cultural differences and avoiding some of the normal pitfalls that typically impede success by foreign businesses in the China market.

Phoenix Consulting was originally founded tofocus on two way trade and mergers and acquisitions between the US and China.

Prior to founding Phoenix Consulting, Clarke was formerly the Country Manager – China for Alliant Energy and the CEO of the Peak Pacific Investment Company, their majority-owned development company in Beijing. Before exiting their investments, Alliant had invested approximately US$200 million in 10 coal fired cogeneration power plants across five provinces.

During his working experience in China, Clarke held the positions of Chairman and Legal Representative of China based wholly foreign owned companies, joint ventures, and a China holding company. His tenure with Alliant Energy involved the entire investment cycle for 12 power plant projects (two were exited early) from project due diligence and investment review, documentation and approval, commercial and technical operations, including P&L responsibility, to divestiture. During this time, Clarke was also a director of 12 Singapore and one Malaysian holding companies used to hold Alliant Energy's China investments.

Prior to his joining Alliant Energy's China business, Mr. Clarke was an electrical engineer with Alliant Energy, designing and directing the installation of computerized control systems in cogeneration power plants and managing electrical and instrumentation maintenance teams and programs.

Wendy Zhang–Trade Representative

Wendy Zhang is responsible for promoting Iowa as a leading exporter of quality agricultural and manufactured products, carrying out market and industry research to help Iowa companies identify market entry or expansion opportunities, resolving trade issues specific to individual companies, and maintaining updates on information and statistics for the China market, products, legislation and regulation, etc.

Prior to joining in Phoenix Consulting, Wendy had more than 16 years experience in international trade and market development, working as Beijing Office Representative for Arlington-based Gas Appliance Manufacturers Association, and Deputy Director for Beijing-based China Chamber of Commerce for Foodstuffs and Native Produce under China Ministry of Commerce.

Wendy earned an MBA from York University in Toronto,Canada and a bachelor degree in Economics from Renmin University of China.

 

 

Eyre Ma – Investment Representative

Eyre Ma's responsibility is to work with Chinese companies that are interested to invest into the state of Iowa. She promotes the key areas of focus for the state in the areas of biotechnology, advanced manufacturing, and information technology with various Chinese companies and in working with Chinese outbound investment organizations such as the China Investment Promotion Agency (CIPA) and other government offices. Prior to joining Phoenix Consulting, Ms. Ma worked for a Danish consulting company focused on sourcing and trading of miscellaneous products between Denmark and China.

Her education background includes a postgraduate diploma in International Hotel Management from the Glion Hotel School in Montreaux, Switzerland and BA in British and American Literature at Ningxia University.
